Sir,
I have the nonour to report that, with the concurrence of my Executive Council, I have provisionally approved the grant, under the former Pension Minute No.6, a copy of which is enclosed for reference, of a reduced gratuity amounting to $300 to Mr. Alexander black, a Eurasian officer of the Junior Clerical Service, who was
appointed locally in 1925, served in the Audit Department from 1925 to 1951 and in the rire brigade Department from April to December 1931, and was removed from the service on grounds of general inefficiency on the 16th December, 1931, in accordance with Colonial Regulation 41.
2. The gratuity for which this officer would nave been eligible nad he been obliged to leave the service on medical grounds at the same date would have amounted to $563.75. It is considered that a grant of $300 meets the equities of the case and your approval of the grant of this
sum is accordingly requested.

Mr. Black's case presents some unusual
features,
as it appears that he gave moderate satisfaction to his superiors while in the Audit Department, but was found
to be careless and inefficient after he was transferred to
